“Leadership.” Rudolph W. Giuliani. Prepare Relentlessly (pp 57) At first, I wasn’t sure we’d be able to convince established experts to conduct such small seminars, but Richard said, “You’re a potential mayor and you’re interested in their area of expertise – they’ll come.” He was right; we found that people were eager to help. This “mayor school” was enormously valuable to me. Any leader will know some part of his enterprise better than others. As the chief executive of the city, I would arrive with plenty of experience in law enforcement. Having investigated corruption trials, I knew about the structure of government and how to discourage and detect crookedness. But I didn’t know housing. Or taxation. The seminars not only taught me about those areas, they gave me the opportunity to think through how I would handle them. Several programs that I implemented owe their origins to those seminars. The lectures on welfare and homelessness, for example, led me to America Works, a company that develops jobs and skills for those on welfare. We invited its founders to participate in one of the seminars, and I visited their organization. After I became mayor we implemented the country’s most ambitious scheme to find work for welfare recipients.
